Is my cousin on drugs??!?!??!?!?!?!??!?!?!?!??…

so me and my cousin (both girls) used to mess around as kids...long story short a few years ago we had a lil fight over money about her saying she wont send me any since i dont call her so i said thats fine and hung up...that was 3 yrs ago..lately she called me to send me money i was happy and well thankful not to mention the fact i have a 1 year old baby...so after the convo she hung up..then i remembered she didnt tell me how much she sent me so i called her back to ask and she sounded so hysterically paranoid and i could barely hear what she was sayin so i just said well i only called back to ask how much u sent and i hung up...few months later she called again to sent money to me and our other cousin...she asked to speak to me and she sounded super nervous it was not even funny...i dont understand why shes sudddenly acting like this..? we live on the islands shes in the states if that helps
